Charles
E. Culpeper Scholarships in Medical Science
Partnership for Cures, Goldman Philanthropic Partnerships and the Rockefeller
Brothers Fund are pleased to announce the continuation of
the
Charles E. Culpeper Scholarships in Medical Science to support the career development of
academic physicians. Nominations will be accepted through
August 16, 2006. Up to three awards of $108,000 per year
for up to three years will be made to United States medical
schools or equivalent United States educational institutions
on behalf of candidates who are U.S. citizens or aliens who
have been granted permanent U.S. residence (proof required),
who hold the M.D. degree from a U.S. medical school or the
equivalent of an M.D. degree from an educational institution
equivalent to a United States medical school, and who are
judged worthy of support by virtue of the quality of their
research proposals and their potential for successful
careers in academic medicine.

Charles E. Culpeper Medical Scholar
OBJECTIVE
To provide United States medical schools or equivalent
United States educational institutions with up to three
years of support, including salary and core research
expenses, on behalf of carefully selected physician
scientists of high
potential achievement who are committed to careers in
academic medicine.
ELIGIBILITY
Applications will be accepted from accredited United States
medical schools or equivalent United States educational
institutions on behalf of men and women who are U.S.
citizens or aliens who have been granted permanent U.S.
residence (proof required), who have received the M.D.
degree from a U.S. medical school or the equivalent of an
M.D. degree from an educational institution equivalent to a
United States medical school in 1998 or later. Applicants must have at least one year of post-doctoral
clinical training. Those who have achieved a rank above
assistant professor are ineligible for this program, and an awardee who is promoted above the rank of assistant professor
before the initiation of the Scholarship will be ineligible
to receive the award. An application
must be accompanied by assurances from the sponsoring
institution that a faculty position and facilities adequate
for the conduct of the proposed research program will be
provided in either a basic science or clinical department.
All scientific research relevant to human health is eligible
for consideration; research that has relevance to cures for
human disease is highly encouraged.

SELECTION PROCESS
After preliminary review of nominations in September,
proposals will be reviewed and judged by an independent
Scientific Advisory Committee comprised of established
medical scientists. Final recommendation of up to three applicants
will be made by the Scientific Advisory Committee and
submitted to the Governing Board of Goldman
Philanthropic Partnerships for approval
by January 1, 2007. Awardees and their sponsoring
institutions will be notified shortly thereafter. In
selecting awardees, emphasis will be on identifying young
physicians with clear potential for substantial
contributions to science as academic physicians.
Consideration will be given to the individual’s past
performance and promise as evidenced by the documentation
submitted.
AWARD
In direct costs, $100,000 per year to the sponsoring
institution will be committed for up to three consecutive
years. It is expected that a significant portion of the
award will be used as a contribution to the Scholar’s
salary. Up to $50,000 (plus fringe benefits) of this sum may
be used for this purpose; the rest for support of research
including personnel and some travel costs. Eight percent
will be added to each award for indirect costs.
CONDITIONS
The Scholar shall participate fully in the academic life of
the medical school, receiving and accepting teaching
assignments, serving on committees and performing functions
of a full-time faculty member. At least 75 percent of time
and effort shall be spent on the research program. A Scholar
may work in the program or laboratory of a senior
investigator in his or her field of research, but he or she
shall be in a position to pursue independent paths of
investigation. The total salary of the Scholar shall comply
with institutional and departmental guidelines, and
supplements to Culpeper Scholarship support shall be reported to
Goldman Philanthropic Partnerships. A Scholar is expected to apply for competitive
grants and contracts from NIH, NSF and other funding
agencies. It is intended that, at the conclusion of the
Scholarship, the Scholar will be firmly
established and funded as an independent investigator in a
university or other research organization. All publications
and major presentations resulting from work done with the
support of Scholarship shall indicate that the investigator is
a Charles E. Culpeper Medical Scholar of the Goldman Philanthropic
Partnerships, and was funded by the Rockefeller Brothers
Fund.
BUDGETING AND FOLLOW-UP
Each institution will be required to submit an annual
budget, on a form to be supplied by the Goldman
Philanthropic Partnerships, within
30 days of selection of the Scholar and prior to any renewal
period. The budget will list proposed expenses by category
and will be subject to approval by the Goldman Philanthropic
Partnerships and to such
conditions as the Goldman Philanthropic Partnerships shall impose. An annual report,
scientific and financial, approved by the department
chairman and school, must be filed by May 1 in each year of
each award. Continued funding for each subsequent year
of the award will be dependent on a satisfactory review of
the annual reports and proposed budgets. There will be
formal annual renewal letters.
