Goldman Philanthropic Partnerships
Conditions of Awards 

1.      There is generally no provision for the Goldman Philanthropic Partnerships (GPP or the Partnerships) to fund overhead or indirect expenses for its portion of the award that funds a particular research project. In very specific situations, GPP may fund limited overhead when GPP determines it is critical to the success of the project. 

2.      "Double Dipping" or an overlap in funding is not allowed by GPP. The Partnerships may terminate funding in the event that a grant with identical or even similar specific aims is fully or partially funded by another funder. While The Partnerships encourages applicants to submit the same grant to multiple funders for the purposes of obtaining funding, if the grant is funded fully first by another funder, then it is the applicant’s responsibility to notify The Partnerships that the grant issued by GPP must be declined. Similarly, if alternate funding is obtained after the award of a GPP grant is made and the grantee chooses the alternative funding, GPP must be notified and the GPP award will be modified or terminated. 

3.      The Partnerships does not ordinarily fund Principal Investigator salary or fringe benefits for established senior researchers, unless the PI is devoting 66% or more time to the specific research project at the initiation of the research project and continues to provide at least 50% that level of commitment during the duration of the project.  In most cases, junior researchers (untenured instructors, lecturers or assistant professors) can receive salary as a principal investigator as long as they are not already fully funded.  

  1. Equipment costs are generally not covered expenses, except in cases where the equipment is unavailable at the research location and the failure to obtain the equipment will impair or significantly delay the outcome of research.  Under certain conditions, the Partnerships may provide funding for the purchase of legitimate scientific equipment (equipment is defined as durable goods that cost in excess of $5000.00) for use in active GPP-supported research grants. Requests for the purchase of such equipment are considered on a case-by-case basis and the GPP reserves the right to property ownership of all equipment purchased with GPP funds. Following the termination of a GPP grant, GPP retains the right to transfer the property to another GPP grantee or institution. Equipment purchased with GPP funds is to remain under the control of the GPP grantee, when such individual transfers to another academic institution.  If your grant request includes equipment, please investigate whether reconditioned and/or used equipment can be substituted.

5.      The Partnerships cover travel and meetings only for multi-year projects, and then only when necessary to insure the success of the project or to present a paper at a meeting where the presentation increases the likelihood that others will use the data to find a cure. 

6.      A standardized finance summary of expenses relative to the disbursement of this grant must be submitted within 30 days after the end of each grant year. Current and future funding is contingent upon receipt of the Finance Report, as well as acceptable Quarterly and the Annual Scientific Summary Reports. Please use the accrual method of accounting, but include cash-basis reconciliation. The standardized GPP format can be obtained from GPP in printed or electronic format, but MUST be submitted as a hard copy. 

7.      Unexpended funds are to be returned to the Partnerships along with the standardized finance report required by Condition #6 in The Conditions of Award. Re-allocation of funding greater than 15% for approved budget line items requires prior GPP authorization. Carry over of unexpended funds to a subsequent grant period is usually not allowed. Requests for permission to carry over budget balances to a subsequent grant period will be reviewed on a case-by-case basis and must be approved in advance of such reallocation by The Partnerships. A justification citing how the carry over was incurred and how the funds are expected to be spent must accompany all carry over requests. If a request for carry over is rejected, The Partnerships may either request the return of the unused funds or, alternatively, future (or current) funding will be reduced by the carry over amount. 

8.      Income earned between receipt of funds and their expenditure for the purpose so designated must be applied directly to this grant. 

9.      The GPP Institutional Agreement form must be signed by the specifically identified institutional officer and affirmed by ________, and returned to The Partnerships. In addition, if applicable, a copy of the approval by the appropriate institutional committee for use of human or animal subjects must be forwarded to The Partnerships. 

10.  A written scientific progress report on the activities of this project must be submitted each of the first three quarters of every grant year (Quarterly Reports) and an Annual Summary Report must be submitted at the end of each grant year. Each subsequent year grant will be contingent upon submission of a satisfactory Scientific Progress Report as judged by the GPP Scientific Advisory Board and/or other scientific experts. 

11.  The GPP must be notified immediately of any personnel change. 

12.  All publications resulting, in whole or in part, from the work accomplished through this grant must credit support from "The Goldman Philanthropic Partnerships." Two copies of each publication reprint should be submitted as soon as they are available. 

13.  It is expected that resources (e.g., probes, vectors, DNA sequence, cloned genes, antibodies, transgenic animals, etc.), developed with full or partial support of the Partnerships and reported in a scientific publication, be shared upon request with legitimate investigators in a generous and timely fashion in order to advance the collaborative research goals of the Partnerships. 

14.  The Partnerships frequently solicits funds specifically to be designated for a particular research project. It is often critical to involve the potential or actual donor with the researcher and institution to secure their targeted donation. We will carefully manage these contacts to make them a positive experience for all parties.  Researchers agree to make themselves reasonably available to accommodate these donor face-face, e-mail and telephone contacts, and to otherwise support the donor solicitation effort. 

15.  The GPP is not responsible for any claim, judgment, award, damages, settlement, negligence or malpractice arising from the research or investigation related to this award. The investigator's institution must acknowledge responsibility for the conduct of research or investigations related to this award, and release The Partnerships, its staff, Board and donors from all claims of liability that may arise from the conduct of research or investigations related to this award resulting from any act or omission on the part of the institution, its employees, agents or representatives.   

16. Compliance with the Partnerships’ Patent Policy for Research must be strictly observed.
